The role combines strategic IT leadership, enterprise architecture, process optimization, governance, and program management. The primary objective is to design a scalable, cost-effective, secure, and High-Value Shared Services Center (SSC) or equivalent construct that consolidates IT and related services to achieve synergies, standardization, and improved service delivery.

Key Responsibilities

  1. Strategic Analysis & Business Case

    • Lead the end-to-end analysis to determine the optimal shared services model (e.g., SSC, Center of Excellence) for IT and selected business services.
    • Define target operating model (TOM), service catalog, and performance metrics aligned with corporate strategy.
    • Develop a robust business case including cost-benefit analysis, ROI, NPV, TCO, risk assessment, and dependency mapping across subsidiaries.
    • Identify potential non-IT shared services opportunities (e.g., HRIS, finance systems interfaces, procurement tools) that could leverage common platforms.
  2. Current State Assessment

    • Conduct comprehensive current-state assessments of IT environments, processes, data, applications, infrastructure, security posture, and governance in the Holding Company and both subsidiaries.
    • Map as-is processes, roles, RACI matrices, tools, data flows, integration touchpoints, and regulatory/compliance considerations.
    • Evaluate vendor contracts, licensing, and total cost of ownership to identify consolidation opportunities.
  3. Target State Design

    • Define the future-state operating model, service catalogue, service levels (SLAs/SLOs), demand management, and capacity planning.
    • Architect the target IT landscape (applications, platforms, data architecture, cloud strategy, cybersecurity controls, and mobility/endpoint management) optimized for shared services.
    • Establish governance structures, decision rights, and stewardship across the Holding Company and subsidiaries.
  4. Technology & Architecture

    • Propose a reference architecture including integration patterns (APIs, ESB/iPaaS), data standards, security controls, identity and access management, and cloud adoption plan.
    • Recommend platforms and tools for shared services (ERP, ITSM, monitoring/observability, backup/disaster recovery, cybersecurity, collaboration, analytics) with rationale and migration path.
    • Define data management, master data governance, data privacy, and compliance considerations (e.g., GDPR, local regulations).
  5. Migration & Roadmap

    • Develop a phased implementation roadmap with milestones, workstreams, and dependency management.
    • Identify required program governance, stakeholder engagement plans, change management, and training needs.
    • Produce a high-level migration approach (pilot, rollout strategy, cutover plans) with risk mitigation.
  6. Organization, People, and Process

    • Define the organizational structure for the shared services unit, including roles, responsibilities, skill gaps, hiring plans, and capacity requirements.
    • Develop process redesign plans leveraging ITIL/ITSM, IT governance frameworks, and lean principles to enable standardized, repeatable, and measurable service delivery.
    • Design a performance measurement framework with KPI/KQI dashboards for continual improvement.
  7. Security, Compliance, and Risk

    • Incorporate information security by design into the target architecture and service delivery model.
    • Conduct risk assessments, security controls mapping, and compliance checklists for cross-subsidiary operations.
    • Establish governance for data protection, access management, incident response, and audit readiness.
  8. Vendor, Financial, and Contract Management

    • Assess and rationalize the existing vendor landscape and identify opportunities for consolidation and improved commercial terms.
    • Develop procurement, licensing, and outsourcing strategies aligned with the shared services plan.
    • Create a financial model including CAPEX/OPEX, return timelines, and ongoing cost optimization strategies.
  9. Stakeholder Engagement & Change Management

    • Facilitate workshops with executives and functional leaders across the Holding Company and subsidiaries.
    • Communicate the shared services vision, roadmap, benefits, and milestones to build consensus and sponsorship.
    • Develop change management materials, training plans, and adoption strategies to minimize disruption.
  10. Documentation, Reporting, and Governance

    • Produce comprehensive deliverables including current-state reports, target-state designs, business cases, governance models, risk registers, and implementation plans.
    • Present findings and recommendations to executive leadership and prepare board-level briefings as required.
    • Establish an ongoing governance and reporting cadence for the transition program.
